Doesn't happen every time, but I noticed it on a few occasions. Yeah seemed weird, should rather be the other way round, if anything.

In the Toronto Maple Leafs challenge, Mats Sundin wouldn't negotiate a new contract with me during the season. It didn't matter what I offered. He didn't want to talk contract. So I waited until July 1st when he hit the market. I ended up putting offers in for Sundin, Drury, and Gomez. Gomez signed elsewhere. Sundin took an offer for about $2M less than what I had offered less than a month before. I ended up re-signing him instead of Dury because Sundin was cheaper and could still produce.
