I've had the computer match some of mine. I remember trying to poach Malkin from Pittsburgh and they amazingly matched. At first I didn't even think to check. I first checked to make sure it had been a week and then on him, and sure enough he was on Pittsburgh with the contract I offered him. I didn't even get a news item. So what did I do? I set Boogie check him and as aggressive next time we played.

From what I've seen, the AI will try and trade for rights, but not tender an offer sheet.
I had Phaneuf as a RFA (He wanted $8.5 million to sigh during the season, so I took my chances as a RFA). Almost daily I got 2 or 3 teams offering to trade me rubbish for his rights, but never tendered an offer sheet.
Then the next season, I tried to sign Andrew Ladd as a RFA, and the Hurricanes matched. I think they can match offers, but not make them.
