so im going around testing out new leagues and stuff in a test database

what do the different affilate types do? and how do they work?

Dependant
Independent
and Semi-Dependant

and
Primary
Secondary
and Other Farm/Junior

Hell, whats the difference between farm and junior?

I mean in database terms, I know the logical difference between them all, but what effects do they actually have?

In the game....really no effect. If you list a team as Dependent and do not tie them to an NHL team, they will go out and sign their own players I believe/ I think it is just a way of structuring things that means nothing. I can take control of a totally dependent team and still.....sign players.

Junior wont sign anyone over 20.

More important is the limit on number of players that a team can assign to affiliates. Many ECHL teams have these limits set for assignments from the NHL
