Unfortunately you can't.
The best you can do is set Adaptability low, make the European Club/Staff the player's Favourite Club/Staff...maybe low Ambition & high Loyalty too
With the 1974 database I tried to keep Europeans/Russians in Europe/Russia with little success.
While I figured out how to ensure there was no NHL Release Clause, I found it made no difference...players without the NHL Release Clause still left their teams as if they had an NHL Release Clause (sometimes they immediately came over!)...same with the Attribute editing & Favourite Club/Team editing (and Reputation too); players with a 1 Adaptability still came to NA - I spent months trying different things, and while some things helped a bit nothing "worked"

I am gonna try to have Kovalchuk's rights with New Jersey but them listed as a disliked team. I doubt he'll sign with them and nobody else can as his rights are with Jersey

One chance would be that you edit Kovalchuk's contract to stand something like 10 years and put NO NHL release clause on that contract.
Sorry my bad english, hope that you got the point.

I spent months trying to keep Europeans/Russians in Europe/Russia and found that neither contract length nor NHL Release Clause status made much difference

I'm probably posting from ignorance, but what about lowering the prestige level of the NHL (or raising the level for the KHL)?

Doesn't help. The game is constructed with the NHL as the upper class and everyone else has to bow down to them
Pretty much like real life with the Russians(KHL) as an exception
