club has financial problems (in Slovakia quite normal ) so that the requirement to not click ...

I've never used the saved game editor so I do not know if budget changing is possible.

It is, under "club", find your team in question and click the second tab "Club Info" and you'll find a "Player Budget" box. It's also in the pre-game editor in the same place.
