Unable to offer ETC as player had signed with a junior team

Something that happened in one of my games has been annoying me, so I figured I'd ask others if they've experienced a similar situation. Obviously, if it is a bug there isn't a solution, but I just want clarification on how this scenario would play out in the real-world.
CONTEXT:
I'm playing as the New York Islanders and I draft a stud LW/C in the 1st round with the 11th overall pick. This guy was drafted out of the OPJHL at age 17 or 18 (as opposed to the CHL), and all of my scouts loved him and his ratings looked really solid. Two years go by and I get the notification that his exclusive rights are about to expire, so I offer him a contract. He had already signed a contract with the Windsor Spitfires of the CHL and was 20 years old. I was unable to offer him an ETC because he had already accepted a contract offer from Windsor. June rolls around, I lose his rights, and he ends up backing out of his contract with Windsor and walks into free agency! I attempt to sign him, but my board will only allow an ETC deal, and the dude wants something like $2 million for three years. Long story short, he signs with Carolina, and they essentially steal my potential phenom 1st rounder from two years prior.
I assume this is a bug, but I've never encountered anything like it before. Obviously, it's unusual to draft someone out of the OPJHL so early in a draft, so maybe the computer got confused. Either way, I would imagine that despite the fact that the guy signed a contract with a CHL team, the NHL team that holds his rights would have priority and would still be able to sign him.
