Creating a doomsday scenario

Is there some way to make all new generated players really, really bad? I thought it would be neat to watch the slow death of all hockey in the world. Would the "State of Development" data for nations and the "Region Strength" data for continents being changed achieve this?

Are you talking about EHM07? I've been editing EHM07 for years and I’ve never heard of the "State of Development" data for nations and the "Region Strength" data for continents…

If you’re talking about EHM07…the PAs (PA = Potential Ability) of the players at start-up are going to determine your worldwide talent level, and these PAs will be used when "regenerating" players (i.e. when the players at start-up retire, they'll be replaced by players with the same PA)...with a bit of effort you could use the EHM Updater http://www.ehmtheblueline.com/forums/vi ... hm+updater to edit the PAs within a database (i.e. before starting a game you could edit the PAs that are "to good" to a desired lower talent level)

That seems to be what I was looking for, but the Updater crashes when I try to import the new Potential Ability values. The readme says not to change the Current Ability values, but does not mention PAs.

Are you trying to editing a database? Or a saved game?
I don't think you can edit CA or PA in a saved game, but you can for sure with a database...

But you can't import your changes using the same file of exported data...to import data changes you need to use one of the Spreadsheet Templates (click on "Spreadsheet" at the top of the Updater, then click on "Create Spreadsheet Templates")

The readme says not to change player CA? That doesn't seem right...
The Updater for sure allows for database editing of CA/PA and all other Attributes (but saved game editing options are limited)
