EHM The Blue Line

Whenever the game loads the database at the start or when saving/loading a game, there is a rectangular box that appears with a loading progression bar as well as some game concepts tips text.

Is there a way to see all of them from a file in the game directory folder or listed somewhere else ? They often just appear for a fraction of seconds and it is not possible to read them. Some are important concepts not otherwise mentioned and I would like to read them all.
