1. Director of personel is the owner of team (atleast I think so)
2. As far as I know you can't hire one. They come and go when the game goes on (no news for the new ownership etc.)
3. No
4. It is possible but you can't affect that process. It happens if it happens

No that's Chairman in-game, IIRC. Mike Illitch is Chairman in DET, Rocky Wirtz is Chairman in CHI, Jeremy Jacobs is Chairman in BOS, etc...

As far as I know, Director positions and the like are purely cosmetic, and can only be assigned in an editor.

No biggie. There are so many cosmetic front office positions in-game that it's easy to get them mixed up.

I've never understood the "Chairman" designation. I wish for North American teams they'd just list them as Owner. Same for "The Board". The owner *is* the Board. Very few North American teams are run by a "Board". And the owners don't retire: either they sell the team, or their kids take it over. IN-game, the CHairman "retires" and then the Board randomly names a new Chairman, which is just weird.

I can totally understand the cosmetic front office positions though. It takes guys out of the hire-able pool when they're actually employed to teams, but keeps them in the database.
