strange but the problem remained for all the versions: 1.15b, .16, .18

Is there any way for someone to upload a save file for me with this roster and the proper ceilings? Whenever I open up rst files normally the ceilings get totally messed up.

try to make it with 1.15b instead of 1.18

I am unable to change the date to 2016 in the league file in the saved folder. Every time I try to save it says I do not have permission. How do I work around this?

Is it located within C:\Program Files\..\ ? Is so, it'll be because you need to use Run as Admin when loading Notepad. Alternatively, copy the file to your Desktop temporarily, edit the file and then return to its original location.
