AHL Player contracts

Has anyone been an AHL GM lately? I feel like in two DB now (both 2006 rules), I feel like the budget to sign a player is out of line. In the current game I'm playing, Wilkes-Barre has 84k in budget, $0 spent, and can only offer "regular" players 6k, I understand that a portion is for regular players, but with 23 affiliate players, the per player budget IMO should be adjusted to the number of players I need, not budgeted for a full roster.
