Drafted but team doesn't own his rights

So I just finished my first season. It's July 2nd. I get an email saying "Maple Leafs approached by Pierre-Luc Dubois agent" I go to look into his profile and I see that he was literally just drafted in the 1st round 3rd overall by the Blue Jackets, however it says he is a UFA and am able to offer him a contract. Shouldn't his rights be with the Blue Jackets?

Teams sometimes let go really good players. Thats how I signed Jack Eichel

That is just terrible roster management by the AI.

I have the same problem, I have reached november and noticed that I could sign some russian players that had been picked in the latest draft by other teams.
Went through the latest draft and focused on the 1th round picks. 7-8 teams dont have the rights of their first picks and I was able to sign them.
