Relegation/Promotion international

I just noticed that even though greece was relegated from WC 3B(lowest) and Germany U-20 was relegated from WC-U20 Div.1, both of these teams are still playing in these series. I thought it would be some other teams that weren't in the WC should be promoted from a "shadow" league. Is this just me expecting something thats not supposed to happen or is this a bug?
