Older players/joining staff

Hey guys I am still playing the 2007 version on the game.
im in the 2018 season right now, Shawn Horcoff, Simon Gagne, Chara, and a few other 35+ players are sitting in the free agents for thew 2nd year with out a single offer or interest from anyone. I am in need of a strong offensive assistant coach for my Edmonton Oilers. When I click on these guys the option of assistant coach is available, but all have "absolutely no interest in the edmonton oilers" when i approach to sign them. I guess they they arent interested in retiring yet. fair enough.
Now my question. In my time playing star players have retired and entered hall of fame. there is maybe 15 players in there. ONLY 1 of those are clickable and turned into an assistant coach. Is it just a random thing how the game decides who continues on, or are there signs to look for in maybe the mental attributes. Would a player with a high "influence" rating have a better chance of continuing in hockey after retiring?
As the GM of the Oilers, it would be kinda cool to at least hire Horcoff as at least a scout after retiring, but im scared once he retires thats it for him.
