Cant Sign anyone

So i downloaded the 2 team databse that allows 32 teams in the NHL. My question is I recreated one of the teams AHL teams and every overage player in CHL or CIS player i try to sign and even some of the ECHL players say they are too happy at their club. Never have seen this? or is it because being a AHL team of a new expansion team they dont want to sign
