EHM The Blue Line

Hi guys! My coach is only playing 16 players. I let him coach all games, run the practices, etc. He is only icing 16 players every game, 2 G, 5 D and 9 F. I am not sure why he's doing this, it's a new save in the second year. I've never experienced this before. Any fix?

EDIT: I have found the problem. In the WHL, you are only allowed to dress 4 "underaged" players, although I have found nothing that suggests that 16 year old's are underaged on the WHL's website.
