I must be missing something obvious?

I recently drafted a Danish goaltender who my scouts hated and who wasn't ranked or anything like that. This was him when he was drafted:

This is him a year later, having played only 6 games in the top danish league last season (as the backup goalie on his team):

Despite this incredible improvement, my scouts still hate him and think I should not bother to continue pursuing him. Am I missing something obvious or are my scouts trying to betray me?

Keep him as a project. Sign him and play him in the ECHL so he gets more games played.
Never totally trust the scouts/AGM

Yep, agreed with Manimal! Sometimes Scouts and your AGM will completely disregard an excellent player. In the event you bring him over and he doesn't perform to your standards, he may be a valuable trade chip with some desperate team!
