Question about International Countries (World Juniors)

Hi.. My question is of the four big International Countries Sweden, Czech, Finland and Russia. So my question is the Russia Four Nation Tournament is Dec 20th to 22nd which is 4-6 days before the world juniors. I know during the world juniors you can have CHL (Major Junior player on your roster) however I was wondering if the tournaments outside of the World Juniors if you could have the Major Juniors on those ones or just World Juniors
