I want to change the season format and number of teams at the Pro, College and Youth levels.
Major Pro Level - 16 teams (min age 21)
Minor Pro Level - 16 teams (min age 21)
College Level - 8 conferences of 10 teams each (ages 17-21)
Youth Levels - 12 regional districts
Each district has 22 teams at each age level (9u, 10u, 11u, 12u, 13u, 14u, 15u, 16u)

This is a very old thread, but I'd imagine you could start the same way still.
Try this mostly blank db from a long time ago.
