EHM The Blue Line

Newbie here and hope it's Ok to post this here. I have the editor downloaded, and I've researched as much as I could, but not able to get the editor to work? I've tried several paths per instructions from members posts, including the saved game option, and database option. Obviously, I'm missing a step or something and would appreciate any help. Enjoying the game and was thinking I may need the editor in one of my games at some point.

Looking for step by step instructions if possible. Thanks in advance for your help, and what a fantastic community you have here!

If you can list out step-by-step what you're trying then I'll try to explain what the issue is.
