How Do Waivers Work?

How does the game decide who gets players who are claimed but multiple teams on waivers? The game doesen't run real time so say my team (the Blues) claim a player at the AM right after he's been put on waivers, and the Predators do as well, why would the Preds get them over me? How does the game decide?

I say this because I claimed Kimmo Timmonen on waivers from Philly immediately after he was put on waivers but I didn't get him. I'm not upset or anything (these things happen) but I'm just curious.

Waivers works as the team that has the worst percentage chance of winning in the league gets first choice, sort of like the draft, lowest teams get to pick 1st. If the bottom team doesn't claim him, then the 2nd from bottom will get the choice to pick him up. And so on and so forth.
