Question about Creating Cards?

Well I figured I wanted to make some cards for EHM and downloaded the template and everything but the layers never seem to work and Im confused on how to get it to work. Im using Adobe Photoshop Elements 7.0. Does anyone know how to work it through there? What version of Photoshop do you guys use?
