EHM The Blue Line

1) If there aren't any stars, does that mean that the player has 0 value to that team?

also

2) When looking at the value, are the value ratings the ones assigned by the other team? For instance when looking at my player's value, is that according to the other team? And is the value assigned to the other team's players according to that team as well?
