Non-Russian players

Hi everyone!
I´m now on my third season with Ak Bars Kazan and suddenly I´m not allowed to sign "non-Russian players". The window only appears when I´m trying to sign non-Russian goalkeepers, for example Mika Noronen(FIN) or Jussi Markkanen(FIN). Whys is this? If I have understanded it correctly the only restriction is that you can not have more than 3 foreign players in your roster, but at the moment I have none.
Is there something I´ve missed or what should I do?
