Do you mean salary cap when you say wage cap? As far as I am aware none of the salary caps rise in-game.....you could use the SavedGame Editor (http://www.ehmtheblueline.com/forums/vi ... =88&t=6831) to edit the salary caps yourself

Nino has it right. There was no code programmed in the original game to raise the salary cap each year. The only thing you can do is change it with the Pre Game or saved game editor as Nino mentioned.

There's no need for it to go up, as there is no inflation in the game.

There is a sort of inflation as players seem to want more money for their new contracts, but as above reply I used the saved game editor to increase the wage cap plus my teams wage budget

Well players salary don't goes with inflation that much. If a players who make 60 pts per season do 120 the next two, inflation or not he will ask to be paid more because he performed well. The only way inflation influence the paid of players is that GM just overprice everyone to keep them in their team because they have more cap space.

That's not inflation. That's normal. The players will still ask for more money when you raise the cap. In fact, they'll ask for even more.
