In my current game I have noticed a couple strange things. I am playing EHM 1 with the TBL Rosters (I think they automatically update since I'm using Steam Workshop).
1) I noticed I could not invite any of my college prospects to training camp? At first I thought this was by design, but after researching it online, I found that NCAA eligible players can attend camps, as long as they follow strict rules. For example, they can attend a team's camp and have all their expenses paid for 48 hours. After that they have to pay their own way.
2) I invited a bunch of my prospects to camp then offered a number of them contracts at the end of camp. However, none of the contracts would start until the next season at the "transfer window"? I don't remember this being the case before. I thought I could sign guys, then if I wanted could either keep them, send them to the minors, or send them back to junior (whichever was appropriate).
3) My starting goalie got hurt and I was looking for a third stringer to step in and fill the backup role. Once again I ran into the same problem, certain players would agree to sign with me but the transfer would not go through until the start of next season? I can see this for KHL guys, but some of my offers were to guys in the ECHL (for example) who I would think would be allowed to sign with a NHL club right away.

Just to answer some of your questions from my own experience with the game.
1. It's always been like that going back to EHM2007 (not sure about EHM 2005). You cannot invite prospects who are in college/university to training camp.
2. Are these prospects North American or European? This happens with prospects outside of North America and has been since the beginning. If this is happening with North American players, then I'm stumped, because I haven't run into that issue.

1) Okay. Glad to see this is normal and has been happening since the beginning. Even though IRL college players can attend camp. I wonder then when they need to be signed by to be eligible for the upcoming season?
2) These prospects are both North American and European. I understand with some European players (especially the KHL) they have to play out their contract, but the rest should fall under the Foreign Release Clause. An example of a North American player is Alex DeBrincat. He impressed in training camp, but won't join the team until June 9th of next year. There must be some date that you need to sign players by for the upcoming season. For example, I signed my first round pick right after the draft and he made it onto the roster. However, I don't like having to do this with players I'm not sure about. I like to see how certain players perform in camp before offering them a contract.

Yup these are all issues with every DB - hard coded stuff we can’t change.
Weird thing about the KHL is some guys you actually can sign and bring over before their KHL deal is up which shouldn’t be the case. But is hit or miss and I’m not sure why. The no college kids at camps is annoying. Minor issues in the grand scheme but I’m sure for Riz to change things it’s much harder than we probably think.

Players Not Signing Until Next Season?
1. I think the thing here is that you cannot play college hockey if you are not amateur. Young Finnish players who go to play in college can't play in mens games. The game might change the status of the player if he plays friendlies or attends the training camp and thus denies it.
2. Check if the player info says that the player is "looking to play in college" this was a thing in EHM 2007.
3. This has probably something to do with either Trade Deadline or ending od Off-Season. Not sure about this one.
