Firstly you'll need the font used for the player names: SF Collegiate. Go to this page and click on the download link - the link isn't that obvious so I've circled it in orange below:
I've had a look in Photoshop but there doesn't appear to be any compatibility options. Hopefully having the correct font will help. Otherwise I suggest a Google search to find out how to get GIMP to load the template correctly. I'll have a look later today...
Been trying it out for a couple of hours now, but unfortunately I have to give up.
The template opens fine in the Gimp, but it just looks nowhere like in the quide provided with the template. Layers are not grouped together and are just all over the place in the layer sidebar in Gimp.
My brain just does not have the capacity to figure this out unless I get my hands on Photoshop at some point - until then I will stick to mugshots and PSP.
There is I know some kind of GIMP plugin that arranges it's windows to more closely emulate Photoshop... but I've never used it or GIMP actually, I just know some people spoke of it on an image editing site I frequent.
There is a good possibility that you could find a good tutorial on GIMP either there at mechapixel.com or at worth1000.com in their tutorials/FAQs sections.
Sorry I can't help any more. Worse comes to worse I'll make you 'blanks' for the coutries you think you'll need by putting them together and saving them for you in my photoshop, you can then paste in pictures and do the text.

I've downloaded the GIMP to take a look for myself. I loaded the original TBL Cards Template (not the one with maximum compatibility) and saw two problems:
1) The Flags
There bottom part of the flag is showing when it shouldn't be. This is easy enough to fix - just use the marquee tool to delete that part of the flag.
2) The Text
I can easily recreate the player name text but I can't get the blue outline. It seems that the GIMP isn't capable of adding outlines to text on the fly. Instead, you have to write the text, make it an alpha selection and then add an effect. Then when you do a new player card, you have to start from scratch with regards text; first adding new text and then adding the effect.

Yeah, these are two of the problems I had also, I thought the flag part was because it was not placed in the correct layer order, and that the text was maybe me not installing the font correctly, but if you get the exact same, then it must be a compatibility issue with the Gimp.
i agree with elquapo, i have been having problems with "the gimp" also, but i would like to contribute some stuff.
plus, i have an updated database, it has all the trades up to the trade deadline, in the NHL, OHL, WHL and QMJHL. people are welcome to it, but i don't know how to send it.

It's perfectly possible to use the PhotoShop template to create cards in GIMP. The reason I haven't converted one especially for the GIMP is because of the limitation I discovered with regards to text. I can make one for you but you have to understand that doing the text for each card is going to be long-winded:

That would be great. If you could write a quick 1. (do this) 2. (do that) 3. (do that) on changing the text, then that would be awesome. I can live with it taking a bit longer as long as it works
Aside the text thing, the problem with the photoshop template in the Gimp is that it is very confusing, as the layers are not grouped together like I can see they are in Photoshop (according to your tutorial).
