Basically I traded Nylander for Toffoli, in my first year.
Then, for the following seasons, I desperatly tried to get Nylander back. But He had a 5* interest rating and the Kings didn't want to move him whatsoever.
I managed to land him last season(in 2018), and he was basically too good to play in the AHL anymore. L.A finally agreed to move him (his interest rating was down to 4*)
So, I wouldn't despair in your case, he only became good enough for the NHL during the 2017-2018 season. He did develop well, but he's far from McDavid skills too...
About developing players, I'm not the go to guy for this and there is a thread on the subject already, but what I do:
-As soon as the season is over (when the 23 man roster limit is no more), I bring all my good prospects in the NHL and I make sure that they are all under my Summer training regimen (basically everything is set to Intensive, except goaltending..)
Also, I don't think there is a guarantee that Nylander will become a 1st line in every game. In my case, he sure is close to one, but he might develop into a second line guy, in yours.
About Toffoli hasn't developed more that he already is at the beginning. He's already good, but he didn't become great. He's still a consistent 50 goals scorer, even though his 17 wristshot attribut hasn't changed.
