I'm going to move this to the Competitions and Games Forum. Our usual policy on TBL is no advertising but I'll make a one-time exception so long as this doesn't descend into spam.
I think you're being very optimistic trying to have an online league with such a large number of people. Trying to find a time when everyone can play is going to be very difficult - especially if your users come from all over the world.

But seriously, don't overstate what the case is here. He has a "server" because he has a cable modem or DSL that he is going to run the game on. Were he to have an actual dedicated server, which is an expensive thing, it would be up 24/7 with or without his computer that he's either buying a new one of or is having his current one repaired.
And you can say "or something like that" about 95% of this project actually because he's yet to actually figure out/set any rules and is asking instead for people to make suggestions of how they think it should work. You've already had to tell him how to start the game at an earlier date for example, so it's apparent he hasn't even done a test run let alone with 30 GMs in a game with on-the-fly rules.
'Cause ya see... you are the test run. We've thought this concept through more than he has and decided that the challenges are too great to provide people a good experience; which is why we aren't doing it. What he is is a guy nobody knows with an idea "Let's start a league!" and a free bulletin board offering what when/if he gets his computer back or buys a new one will be running basically an "occasional access" sim league that sims your team days at a time until you can get access to it on a schedule not yet set, before it is simmed further.
But then y'all aren't real big on reading posted information... we understand... so we'll just call this one even, eh?
