Keep them away from the NY Islanders.
But seriously, I keep mine in juniors for as long as possible, then in the AHL for several years if I can. Make sure you have them focus on goaltending during practice (everything on medium setting except for goaltending which should be on intensive).

Be the GM of your AHL affiliate team also and then choose a very good goalie coach (Ed Belfour is a good exemple).
BTW in Manimal 4,2 the NY ISlANDERS develop well their goal

Re: How to develope your young goalies?
Get a good goalie coach. I keep them 2 years in the JR.
Then I make them serve I year in the ECHL. Depending on how well they play, I bring them up to the AHL either that year or the next.
If they play well in the AHL, I use the waiver exemption to give them a few games in the NHL, see how well they play, what the coaches and scouts think and go from there.
