Hey!
I have this problem with FHM 2014. I used to be able to offer from other teams player, but now in 2nd season i realized that i can't anymore.
I can't even offer contract for my own juniors.
I'm playing as Ilves Tampere from Fiinnish Elite League.
I have tried to chance settings and be in commissioner mode, but nothing is working.
Does anyone else have this problem, or knows something what i can't see?
Right now in my game is December 8th, so it shouldn't be about trade deadline either.

2nd season transfer issue is supposed to be fixed in v1.4.19.
Sadly junior player bug is still in there, tho.
