Signing Juniors - Database Mod

I created a database where a fictional Canadian Premier League (CPL) - the league replaced the Czech Elite League - is rivalling the NHL (Sort of like the CFL, and NFL). Anyway's, aside from the obvious issues with keeping talented players there, my main issue is generating young talent. I expect most players to be stolen away by the NHL, and I'm fine with that, so long as they play in the CPL at some point.

Now, I played in Sweden for an extensive period previously, and was graciously gifted with one of those "this player was promoted to the junior squad, you might want to check him out," things. Essentially, if this has never happened to you, the game creates a player (somewhat at random) and magically places him on your clubs junior squad; it's pretty cool.

So what I've done with the CPL is moved Canadian Interuniversity Sport (CIS) teams to the ECAC, and WCAC (U.S. college leagues that players who "Want to play U.S. College Hockey" usually end up). Then I made the CIS teams Primary Junior Affiliates to the CPL teams. My hope was that players that land on those teams would help generate young talent for the CPL.

But then I ran into this issue: I'm unable to sign players as a CPL GM from those teams, even though they're affiliated with the club, AND even though they're not under contract to another professional club ANYWHERE in the world. In Europe the junior players who you're able to call-up, are under contract to your team already, and the ones who magically appear, are somehow under contract too. But not in my game, they're all just independent players, and I can't do anything with them.

I tried the same thing as above, but instead adding the Hamilton Red Wings from the Ontario Provincial Junior A Hockey League as an affiliate. Still not working.

Any ideas? My question is: How can I make it so that there is continuous young talent being generated for my fictional league (which replaced the Czech Elite League)? How can I make it so that I can call up and sign ECAC players and OPJHL players? Because right now I only have the option to scout.

I think you can't do anything because the junior player thing is an European clubs thing...
