Debug mode question and a player question

I've seen a few posts on this forum and on Hockey's Future about a debug mode for this game, but I haven't found a concrete way to activate it. I have the original, vanilla game database. How do I activate this debug mode?

Also, I've read many posts here that say to acquire Brian Sutherby, and I'm wondering why. I used the save game editor to check his hidden stats, and in a game I just started, his CA is 130 and PA is 140. The Capitals are also not giving him up easily: they rate him at 4 stars and I have offered three 3-starred players plus a 2nd round pick and they still "have no interest" in this offer.

With the pre-game editor, go into the Extra Config file and write "DEBUG_MODE" at the top of the page. Then you can start to edit things there and they'll be in the game for a new save.
Brian Sutherby was a very useful depth player. No superstar, but great to have on your squad
