How do I retire player jersey numbers?

How do I retire player jersey numbers?

I have a quick question, but I might ask a few more later on. Does anyone know how to retire player's numbers? I just got an update that Vancouver retired Bure's number, so I was curious if I could do the same.

That is pre-set in the database.
It is not possible to decide to retire a number in game. Sometimes it happens by itself, but it is VERY rare

I believe Wayne Gretzky's number is retired league-wide in the real NHL, yet assigning a player #99 is possible in EHM (though still sacreligious.)

On a related note, I've been playing this game since EHM 05 and this is the first time I've seen this. So it must be extremely rare. Do they always become a regen?
