Try downloading this: viewtopic.php?f=115&t=9924#p145033
Then import it into EHM 1 using the Import function in game. You will also need to setup an import.cfg file with a 2006 ruleset. See here for information: https://www.ehmtheblueline.com/wiki/ind ... config.cfg

Re: Blank database, how to?
This cannot be done with an existing EHM 1 database quite yet I'm afraid. The current Editor cannot yet delete staff and so you're restricted to using the DB mentioned in my link above for now. You could in theory take the final EHM 2007 format DB, create a blank DB using the Updater and import it, but you'd still be stuck with the 2015 ruleset IIRC. That still won't get you on the latest ruleset however.

Blank database, how to?
Just a note to anybody who tries to create a blank database: Whilst blank DBs were fine with EHM 2007, it seems EHM 1 generates a non-fatal error if you have no player career history (or possibly player stats) in the database. So ultimately you will need to add at least one player and most likely add at least one entry of player career history for him.
