Scouting and cap queries

Two issues I had with the last rosters were after around 3 seasons a lot of the good scouts retired which left so many mediocre ones that had poor judging of current and potential talent of young players. Kinda made the whole point of scouting less effective in my eyes. Is this a roster issue or with the game it's self? Can I add scouts to the game? One more question is with the new rosters is anyone seeing great players not being able to be signed by any team after 3 or 4 seasons because everyone is over the cap? That was an issue in the last rosters I was using.

Thats know issues with salary cap. NHL teams mostly dont sign RFAs, stars etc.

I usually go in and manually control each NHL team right after the season to make sure they put offers on and/or re-sign all their RFA's so they don't walk for free.

It's literally the only way I've found to be sure the CPU is not doing stupid stuff like letting valuable RFA's walk as unrestricted free agents with no qualifying offer. It's a bit of work but it is worth it for me when I'm playing the game.

Use the save game editor and increase the cap abit after the first season. IRL the cap rises a few million each year (well, until the next lockout 8-) ) whereas in the game it stays on 75 mill $. Then the teams will sign their RFAs, at least they did in my save
