I have tried to setup the BCHL (if I can get it then I can get all the Canadian Jr. A leagues), but I can't get the foreign rules right. I set 'Foreign Player rule uses imports' to true along with 'Fixture rule max foreign players for domestic teams' to 6 (I have also tried 'Fixture rule max foreign players'), but Americans don't come up as imports. The thing with this is foreign players are based on Team's home nation not leagues home nation (Actually American teams can only have 2 Imports (Canadians) but I think that'll be to hard to implement).
I also have the foreign players limit set under the basic data tab in the Transfer Rules tab.
NOTE: This is also a problem with the USHL & NAHL where Canadian players should be listed as imports, but it looks like no one is listed as imports not even EU players.

Is there anyway to change Development Players game limit to be junior games? Right now they are pro games, but if they are changed to Jr. A games (USHL, NAHL, BCHL, AJHL, etc.) it could make the North American Jr. A leagues very realistic.

Try taking a look at the EIHL and Great Britain setup. However I have tried everything it it will only put EU players as imports, not Americans in the BCHL or Canadians in the USHL.

I finally figured out the import problem! So I have successfully added all CJHL leagues (some testing to still do on gameplay), the problem now turns to the Royal Bank Cup.
The RBC Cup format is the winners of the Doyle Cup (BCHL vs AJHL), ANAVET Cup (SJHL vs MJHL), Dudley Hewitt Cup (SIJHL vs NOJHL vs OJHL vs HOST), Fred Page Cup (QJHL, CCHL, MHL) and A HOST!
The host with the RBC Cup seems to be the problem, because if I create seperate competitions for the individual qualification Cups and link those to the RBC Cup will the game just have the option to select a host from the list of teams playing in the qualification cups? Or will the game follow the linked leagues to get back to the base and select a host out of the CJHL leagues??

So Quick update, it seems impossible to separate USA players and CAN players on USA based teams in Canadian Jr Leagues as far as foreigners go. With that being said I had to just set all the American clubs to use natural domestic players only, which isn't too crazy because American teams are only allowed to use 2 Imports.
If anyone has any advice to fix this that would be great. I tried using 'min domestic players per team' but Canadian players are viewed as Domestic for USA based teams I guess. I also tried setting, 'Foreigners players from league participant nations do not count' and 'Count players from league home nation as domestic for foreign based clubs' as false, but to no avail.

Have you looked at the KHL?
That league has teams in different countries and I think they have some rules on nationality

Yea I reviewed the KHL, but it looks like Russians count as domestic players for foreign teams, which is different.
