When hiring an assistant GM, what attributes matter? Are Judging Player Potential/Ability the only things that matter for assistang GM's (same question for scouts)??
Side question: I know non players have PA, but how does it improve? Do they just gradually get better, and how long does it take normally for a nonplayer to reach their PA?

My answer would be yes. When hiring an assistant GM I only look at their ability to judge potential and ability. They got mostly the same role as the scout since when they're telling you some advices, for example when you negociate a trade, I guess they are more accurate when their stats are higher but even there, I never trust their advices because they are often wrong!
I prefer to use my assistant only at the draft most of the time.

In FM your assistant GM also needs Man Management. It's obviously not the same game, but since Riz works on that game too and it's from the same company it isn't outlandish to assume they share similar theories on what makes a good assistant GM. If you never go on vacation the Assistant GMs sole purpose is pretty much to give you the Team Report page though, so Scouting Potential and Determination with at least 2 discipline is what I look for. My go to guy is actually a scout named Richard Rothermel. He's young enough and has solid all round attributes.
Non-Players generally grow every 10 years or so. They normally cap out in their 50s and start to decline in their 60s. I personally try and get as many Non-Players in the 30s-40s as possible as to not need to deal with declining ability and retirements for the longest time.

Once NHL Entry Draft is ahead you get advices who to pick by your Head Scout, Ass. GM and Head Coach. Now the question: In case the Ass. GM and/or Head Coach do have the same JPA- and JPP-skill as the Head Scout has... would they all three advice to pick the same guy? And if so... why should anyone send a Scout scouting the NHL Entry Draft ever again?
