Did you decrease the number of teams on the Stages screen relating to the Eastern Conference? You will need to change this from 16 to 15. I'm assuming you removed VGK from the relevant division on the Structure screen. Otherwise I think you covered it all.
The alternative approach would be to open a copy of the TBL Rosters from before VGK joined in the NHL (e.g. TBL Rosters v9.6 - LINK) in the Editor, go to the NHL's Rules and Structure screen and click on Export Data -> As .ehm file (bottom right corner of the screen). Then open your database, go to the Rules and Structures screen and click on Import Data to import your .ehm file and then select the NHL's entries in order to overwrite them.
