Forfeiting Every Game

In the OHL season 2, every game I have the popup saying I have an incomplete roster. If I let my assistant handle it, I run out of players and forfeit the game. If I ask the head coach to set up roster or roster and all lines, it only dresses around 3 defencemen and 4 forwards, the same players that I notice are dressed after the games that were forfeited.
Has anyone had this issue before or know how to fix it?
