Is there possibility to make Finnish Liiga, Mestis and Suomi-Sarja open? So you can get promoted and relegated? And is it possible to hire scouts in European teams? Sweden, Finland etc....

Yes this is possible. You could take a look at how the promotion/relegation is set up for leagues such as the Swedish Allsvenskan and copy across the relevant settings.
