Other than revenue sharing - which you have to make little money (or lose money) to qualify for, the owners are slowly running of out options to keep smaller market teams operating, IMO.

I may be wrong, but i think that the CBA tells that if the Cap decreases, then salaries will automatically decrease of the same percentage, to avoid putting teams into troubles with the cap.
