Personally, I use Photoshop CS2. But it costs a pretty penny. For short term use, I would imagine they still have 30 day demos you could use.

However, for the long-term solution, I'd suggest GIMP. It's completely free to download and use, and from what I remember it works quite similarly to Photoshop(including the use of layers, which is important for transparent background logos).

EDIT: I did my own quick search for the logo, since the one provided was a bit small for the 'Huge' logo... and I just now(after uploading) noticed that it's actually a different logo.
If you want the version of the logo you provided, I'll gladly change it.

I saw those one but there the logos the sens used last year 06-07 season when they had a third jersey.
