If you mean can teams get promoted from Vysshaya Liga, the answer is yes, it is possible.

Yeah that's what I mean. Is it like the Elitserein or does it work different, like the top team goes up or something.

I think it works just like Elitserien or any other European league system.

Yeah teams go up and down, during my 'unemployed to the NHL' challenge i gave myself, i managed to take control of recently promoted Khimik Voskeresnk in the RSL I did 4 seasons with them, I signed Kolvachuk (to my suprise and delight) in my 2nd season, I also was offered Team GB job, which was nice, I didnt manager to win the overall championship but i gave the mighty AK Bears and Dynamo Moskow a run for their money a few times! I was fun then i moved on to the Junior Leagues.

In Elitserien the 2 bottom teams play against the top 4 teams from Allsvenskan. And the top 2 teams in that league play in ES the next year.

How did you possibly sign Kovy, was his asking price too rich for NHL teams blood, so he decided to sign for much less in the RSL instead?

Yeah that's probably it. I signed Kipper with Frolunda in the SEL. Did Kovy sit out a whole year?
