I haven't done any editing in centuries, but as far as I know in EHM 07 you had to replace a team to get a new team. The number of teams in a league was fixed. So NHL would aloways have to have 30 teams.

As Tasku says, in EHM07 there was/is no way of editing number of teams in the NHL
The new EHM (since 2015) is much more editable, and the 2017-18 and 2018-19 databases include Vegas, and there are 32 and 36 (NHL) team databases too
