Difference in reputation and Classification

I have a few different questions mostly being based in one "issue" or project.

I have created a European junior league using some of the best teams in Europe, adding their U20 teams to a league with a EU Development Team i want to act like the US equivalent.

So basically I'm looking for help with understanding and utilizing the different reputation and classifications that exists(Nation, league, teams etc.) to create what I'm looking for.

So my starting questions is what is the difference between the league classifications that exists? For example between "Domestic Major Junior" and "Domestic Junior". Which one should i use to get an independent league that is a rival to the Major Junior leagues and College in NA, and also a good alternative for European u20 players instead of senior hockey? Maybe i should class it as a senior league but with a age restriction, is that even possible?

What is it that makes the US Development teams so attractive in-game? The teams have low rep, the leagues have low rep, so what makes it work like it does?
