I could replace any league against ncaa? in the editor?

yes, but you would need to keep the same number of teams, and the same transaction system as the league replaced.

Too many things about the leagues are hardcoded into the game... so the only way to get anything resembling an NCAA would have to be done by SI.

Not only would SI have to do the coding or update themselves. They would have to get the green light from the NCAA to use team names, colors, logos, and everything else.
