Promotion between non-playable leagues - possible?

Does anyone know if teams are promoted/relegated between the various non-playable leagues in the game?

For example (Sweden) :

1. Elitserien (playable)
2. Allsvenskan (playable)
3. 1st Division (non-playable)
4. 2nd Division (non-playable)

A team like "IF Troja-Ljungby", who start the game in the 1st Division, can in game get into Allsvenskan, as the game picks teams from the 1st Division to play a promotion/relegation series against the bottom teams from the Allsvenskan.

What I am wondering though, is if a team like "Varbergs HC", playing in the 2nd Division, can (over time in the game) be promoted to the 1st Division and from there to Allsvenskan and thereby become playable?

Basically, I am wondering if non-playable leagues more than 1 tier below a playable league have promotion/relegation?

I'm only answering by what happens in Football Manager, but I believe it is the same engine.

All teams in the division immediately below the bottom playable division are eligible for promotion. The game will promote partly based on club reputation but over enough time all teams will get promoted into the bottom playable league from the top non-playable league.

In your example, all teams in the 1st division would be promotable but no team starting in the second division will ever be playable (or be promoted even into the 1st division ever)

Yeah, that's what I also thought - also based on Football Manager :-D

I also just tried checking the swedish First Division teams in two games - one in the first season, and one in the third season, and the same teams where in it (not counting relegated teams from Allsvenskan), so unless this is a coincidence, it seems as if teams from the Second Division can never get into the First Division.
