Does anyone know where I can find a list of NHL drafted players who were not signed, and thus the rights expired.

TSN has an unofficial list of potential (they won't actually become UFA or RFA until July 1st when the trade period starts again) UFAs and RFAs HERE. But, if you wait until June 30th or July 1st there will be an official list on NHL.com (the official list isn't released until the last day of June or the first day of July). If you remind me at the end of the month, I shall get you the official NHL.com link for you.

That list doesn't include non-signed draftees. Here's a list of major junior players drafted in 2006 and not signed by the June 1 deadline, thus having them re-enter the draft. I think they turn FA's if they're not drafted. That could also be an age issue, I'm not sure. I'm not fluent in CBAish.

I find it odd that some European-based 2006-drafted players have been subject to having their rights lost and not others. For example, Jhonas Enroth and Dennis Persson had to be signed by Buffalo but Stefan Ridderwall wasn't signed by the Isles and still they have him listed as a prospect on their webpage. It's confusing. Maybe all teams haven'r removed their non-signed euros, I don't know

Regarding unsigned draftees, the following news item (dated 30 May 2008) might be of some interest for you:
Here's the link to the news item.I received an email today from Flyers GM Paul Holmgren clarifying the status of unsigned 2006 draft pick Joonas Lehtivuori, one of the organization's top defense prospects.
The Flyers and other teams with unsigned European players selected in the 2006 NHL Entry Draft will not be bound by the June 1 signing deadline to hold on to the players' rights.
The current NHL-NHLPA Collective Bargaining Agreement specifies that NHL clubs have a two-year signing window for players drafted from European teams. However, the lack of an NHL-IIHF transfer agreement -- and the ongoing negotiations for a new one -- means that NHL clubs will continue to hold the rights of 2006 draftees beyond June 1.
Extending the signing window to four years has been one of the key areas of discussion between the NHL, NHLPA the IIHF and the major European hockey federations. For different reasons, all of the parties involved are in favor of a lengthier signing period.
Doing so will require an amendment of the NHL-NHLPA collective bargaining agreement as well as creating a new international agreement. For these reasons, it would be unfair to the NHL teams, the affected players and their current European teams to enforce the June 1 deadline for the 2006 draftees.
In the Flyers' case, that means that the organization continues to hold the NHL rights of Lehtivuori, Russian defenseman Denis Bodrov (who recently signed with Avangard Omsk), Traktor Chelyabinsk right winger Andrei Popov, and Czech goaltender Jakub Kovar (now playing in the OHL for Windsor, but drafted out of Ceske Budejovice's U-20 team).
