Low international attendances for the host nation?

Why do the home teams in certain international competitions, for example Germany in the Deutshland Cup, get lower attendances than for the games involving the other teams?:dunno:

The attendance is messed up across the entire game, no matter how many times its brought up over at sigames.com, the anwser is always 'we'll look at it'. :thdn:
